I'm planning to take my daughter out to take photos and eat a buffet for her 10th birthday. But unfortunately, she wants to bring 2 of her friends with her. I'm afraid it'll cost too much. What will I do? Help! It is 9 more days until her birthday, and 3 until I send the invitations!

Why don't you do something cheaper and include her friends? You are making memories. You could make pizza English muffins and then go out to a movie. You could even have a sleepover.
If you don't think the parents would be offended, you could ask for them to pay for (or towards) their own buffet instead of bringing a birthday present
You could make them a special meal, served to them by you and one other. There would have to be rules about comments and behaviour, and the meal could also be a learning experience - which cutlery to use when, how to respond to waiters, how to pay the bill (pretend) at the end. It would be fun for them to dress up as if they were older too.
you could take her friends out to a restaurant that is cheaper like frankie and Bennie's then take them back home andplay some games and have fun . you could even have a sleepover and order pizza so that way then can be together for a longer time and you don't have to pay a lot !
