Businesses that offer swim lessons frequently have birthday parties for kids. Call and confirm because sometimes they mess up scheduling. I googled "swim lessons and Cali LA" and came up with several suggestions which might be useful.
On the other hand, you can have a 'no-swim swim' party, buy a few water slides and a fun sprinkler, have a kiddie swimming pool with games and prizes that require getting wet (who can collect all the disks in 1 minute...) and host the party in your back yard.
With more advance notice, some school districts rent out their pools. It's kind of late now, but you could try to find a local hotel that has a pool and rent a hotel room and have a pizza party.
