My 10 year old is turning 11 in a week and I don't now what too do. She is 98% tomboy and loves Harry Potter. She also loves spas and relaxing. I have no idea what do do can you help me?

You could have a Harry Potter party. You could rent the movie, and then have a manicure party. Each guest could take home a bottle of nail polish as a favor.
I can tell you the best party I had as a child was at that age. My mom took me and 10 or more of my friends out on a nature outing. It didn't cost very much and 2 other sets of parents came along. We climbed trees, swam in the stream, etc. I wasn't particularly a tomboy but I definitely was not a 'girly girl', so it was definitely a good fit.
If it is in the wintertime, the nature outing can also happen. If the budget allows, maybe an outing to an ice skating or cross country skiing outing. Ice skating is probably more affordable.
As for Harry Potter, even though I don't have experience with LARPing, maybe attempt a role playing themed party?
U should throw a Harry Potter spa sleepover or party so what you do is u can have Harry Potter stuff and go to the spa with them After that they can make fake slime or fake potions that would look cool
Take a couple of friends to Great Wolf Lodge for overnight (2 days, 1 night), if you live near one. It is great for every age. Or, you could check out children's hair salons. Many them have special arrangements for parties (limos pick up and return home), girls get special treatment, hair done and nails polished. If you live near a Painting with a Twist, you can have a party there.

Take her on a spa day.
Maybe do a Harry Potter theme when you take an old witch hat and call it the sorting hat then sort them into different houses for different groups and do the classes in Hogwarts like potions, Charms, transfiguration, defense against the dark arts, plants, and care of magical creatures.
