I need ideas on a float with the theme of the "12 Days of Christmas".

This is challenging. When I was a kid, we used to take tissue paper, or like Kleenex, layer them for several layers, and make about 1 inch folds, back and forth on each other, so it looked sort of like an accordion style fold. Then put a twisty tie, or a piece of twine in the middle, then fluff each individual layer up, so it looked sort of like a rose, and then they were adhered to the float. (09/14/2009)
Your float wouldn't have an abundance of space, so I suggest this:
Create a pear tree however you'd like: a pole with a few representative "branches" and a stuffed bird (fairly large to be seen.) Have people dress in costumes with large numbers on their front and back and appropriate props should take care of the rest. A gal in pigtails could be the "8 maids a-milking", for example. The dancing ladies and leaping lords might be tricky, but if supports can be rigged without being obvious, that should be doable. Take your pick whether you want the piper to use a flute, or if you want to use bagpipes. Those, I expect, you could create out of a cloth bag and dowel rods. Unless you know an actual bagpiper.
