My daugter will be turning 13 soon and we are completely stumped on what to do. Especially because we are moving, she wants to do something memorable, nothing common like a spa theme, movie and pizza, going to the mall, etc. She is only inviting around 3 of her closest friends, so we are open to anything.

How about telling her you will be videoing her Life story of and her friends going all around the places you now live? Starting with your home, their school, place of worship, local park and wherever the kids go for fun.You might want to have a basic idea of a script to suggest to them...to help out and make it fun.
You could ask each one to contribute to the script first (perhaps ahead of time or not) and record it once they planned out the story line and where they want to go. They can dress up or not...their call. When they reach some location, you can surprise her with her cake there.
They will feel like STARS (and treat them like it!) and later your daughter will have a real memorable account of her past home and friends!
