I have one really good decent friend and I have other friends, but everyone else is pretty rude so I don't know what to do for my party? Like what can I do with just one decent friend?

I would rather enjoy my birthday with one good friend then to have to deal with rude acquaintances.
It is your birthday, you and your friend can have a lot of fun just the two of you! There's plenty you can do! Have a nice lunch out, catch a movie, go shopping! Or even an amusement park, water park (with parental supervision) if your parents' allow it. It would just be you two whereas if you had a larger party it would cost much more!
Celebrate with the one good friend. Get manicures, go out to eat or see a show.
Spa day followed by a nice lunch! Just the two of you; best!
the fabulous thing about a party with a small number of people is
1) bigger budget to spend on something cool like tickets to a music event or fine dining or a shopping spree
