It is a special birthday because it is the start of the teen years. Most people feel important and special. She wont want to do anything babyish. Why dont you ask her what she wants?
While it seems like a million years ago, I remember what a big deal it was to turn 13. My mom was very kind and asked, and we had a little party with my closest friends--which was perfect! We did not have much money, so that we had this was special and memorable.
