Let's see. Since I don't know your personality, I wouldn't really be able to help too much. However, I personally LOVE neon and glow in the dark. My birthday recently passed and I wanted to do this so bad. Anyways, you could try to do a glow in the dark neon party! Rent an event center and then buy decorations.
