I have my 14th birthday coming up in March and I'm trying to see what I can do because I live in an apartment and I have no clue what to do. I want it to be cheap, but I also want it to be fun. So any ideas?

Depending on the sort of apartment complex you live in, whether it's safe or whatnot, one idea that occurs to me is a scavenger hunt.
Have an adult or someone hide different objects in different areas of your entire apartment complex building, inside and out (weather permitting) and then make a map. Whoever gets them all wins a prize.

What my daughter liked to do at that age was to go to the mall with her friends and have fun trying on clothes and taking pictures of each other. You can do this as a scavenger hunt there and split off into groups then meet back at the food court to eat and show the pictures to each other.
Pizza/movie sleep over, craft party, Cooking/baking party!
Have a spa party, you can get a lot of things from the dollar store. Put together a box for each girl. Do facials, manicures and pedicures on each other. Make spaghetti and garlic bread, it goes a long way. Have a candy table. Here's ideas for candy tables.
You could have a movie night with popcorn and movie, candies with soda. Have the girls bring their own sleeping bags and pillows. Set up two tents inside, of course. Make smores.
