So my birthday is in February and I'm having 6 friends join me. But I don't know where to go. I was going to go ice skating, but I can't because a boy died in a pond so. I'm turning 14 too, so I need help.

Check at a local nail salon and talk to one of the people who work there. See if they are free the day of your birthday. Arrange for them to come to your home and do manicures for you and your friends. You can order some pizza and have a cake.

It is quite hard in the world that exists to find something really entertaining and indoors to do that does not cost money, but having there be only 7 in total helps.
Ideally you and your friends would have interests in common such as a sports team, an actor/actress, a style of music, etc. Then you would find a concert or performance and go see it. Then afterwards go to Starbucks or an ice cream place for dessert. If the tickets are more than say $5 you could request your friends purchase their own tickets in lieu of gifts to you.
It'd probably be nice to stay indoors. How about a movie at the theatre and some time in the arcade?
You could try roller skating, bowling, sleep over with doing crafts, baking/cooking party !
