I will be turning 14 in January. I have my friends, but I don't really know what to do. I want to have a dinner, but only with my close 2 friends. What should I do with my other 3 friends that aren't as close to me?

You could explain that you are only allowed to invite two. They are probably aware who you are closest to anyway.
Nice to celebrate with all your friends, separately really doesn't matter.
With these three friends you could have an activity theme, doing something you all like together. It might be a make-up party, or a hike together, a girls' day out at the mall with birthday cake at a café, trying something completely new to all of you ( ice or roller skating, visiting a flea market to see who can buy the best bargains, even a baking session at your home).
Find your local YMCA or ask local hotels ( many offer day passes to swim at their pool for a fee) and enjoy summer fun of swimming in January!
YMCA's even have saunas and spas for pampering and even various fun classes like spinning!
My one daughters birthday is in January and she always hated that it was too cold to be outside so this just flips the whole cold feel of the season, with fun for everyone!
