14th Birthday Party Ideas?

I am turning 14 in a month and I don't have a clue for what I could do. I am not a mani and pedi type girl. My mom doesn't want to spend much money, probably $30 at the most. I wanted to have a neon dance party so bad, but our basement isn't a finished basement and it is really small. There are only going to be 3 - 4 girls. Anyone have any ideas?
