So my birthday is in September, and I'm turning 14, but I can't do a pool party cause it'll be too cold for that and I can't do one at a hotel cause my mom doesn't have that much money. My parents want me to have fun, but they also want my two little cousins to have fun also. What should I do?

My favorite party when I was your age was to do a clothing exchange with my friends. Everyone brought an outfit (including jewelry and shoes) and we all traded. This works when you and your friends are all around the same size (parental permission is a must). The little kids could be the runners...helping bring items to try on and assisting with a modeling session when you each have a final outfit.
Other suggestions are....
How about a cooking party where you pick something you love (like tacos or cookies) and you all work together to make it.
Or what about a community service project...where you all spend the day helping at an animal shelter or senior center.
If you did the senior center, you could take an easy craft that would work well for the youngsters and olsters.
If you did an animal shelter...the little kids could help wash out bowls or carry small loads of towels while the older kids take on more complex tasks.

it depends on what you and your freinds are into
ifyou like girly girly things, then you can simply get an Avon or Arbonne lady to come over and give y'all makeovers for one segment of the party, then do pizza and dancing for the part involving everyone.
if you like more sporty things, then everyone should go to bowling or a roller rink. I don't think this is that expensive and my fave parties as a kid were roller skating
You can have a pizza party and rent a movie that will appeal to all ages.
Bowling or going to the arcade would be universal age wise and lots of fun!!
