Where I live it is cold in January. My January-born daughter always had bowling, movie or gym parties.
I'm a January baby and it's always cold for my birthday. When I was a teen, I'd have my friends over for dinner or we'd all go to the mall for movies and shopping :)
January unless you're South (Texas, Florida, etc) you are probably looking at an indoor event
you also need to think about how many people are coming and how much $ you have to spend
think of the limits of reality before planning something
after that, it's anyone's guess. Depends on what's available in your town, what y'all like to do, etc.
make a brainstorm list of all things you could do (go to a museum, go to a restaurant, do dinner + movie, have a costume party, go to a food bank/charity volunteer, etc) and then see which you like best
