I'm turning 14 in October so I can't have a pool party thing, or can I? I'm not sure. I was thinking guys and girls and fun, and not too expensive. I'm not poor, but I'm not the richest person.

Swimming would probably be to cold in October try a movie night theme. Have a friend bring a good movie over. Have popcorn and theatre candy, drinks etc. You can buy stuff at the dollar store like popcorn boxes and candy, if you can set up a spot in your house like a theater.
Check with your local hotel with a pool or local high school. They rent them out by the hour. For the hotel, often it is just paying a room rent to use the pool. Many hotels do this, just have to ask. Our local HS rents its pool out for many parties. Have to check to see their prices.
Our local outdoor pool is a wonderful place to hold a party. My son has a TKD gym and instead of an schools' out party, he rents the pool, you bring your family, friends, grandparents, etc. $140 and all the lifeguards are supplied.
