I have 4 female cats that never been pregnant. They are not spayed and when they go into heat they want to nurse on our mother cat. They are 15 weeks old weaned kittens. Is this normal?

Some cats wean at 16 weeks. Its ok.
It seems some kittens have a kind of "Peter Pan" thing going where they don't want to grow up and they continue to try to nurse periodically.
At least it is on a mom cat...not the dad cat, a sibling, themselves, or your clothing, fingers, carpet, etc.
If the mom doesn't let them, it is fine. It can get noisy, but unless the fur starts to really fly, leave them be. If it gets really hissy, separate them (safety first)!
Contact your vet ASAP if they are not eating or drinking as expected, if you see they are losing weight, if it is hurting the mom--(she gets VERY hissy or you see sores or other issues with her, or you feel there are other issues that may be health related for anyone involved.
What you are describing just seems to be a quirk in some kitten personalities.
