So my 15th birthday is in a few weeks and I want to so something super fun, but I'm boring and not that creative. Any ideas that would be fun for a bunch of teenage girls? Preferably going out somewhere, not high price, but still fun?

Go get manicures. If you can afford more, get a pedicure.
One of my favorite party when I was younger was a clothing exchange with my friends. We all were around the same sizes and everyone brought a few pieces...like a shirt and shoes and a necklace or pants a purse and scarf and we all exchanged items, then modeled our new outfits. This was way long before social media so we could not share videos and pix, but it was still fun!
We then had cake and ice and hung out! It was quite memorable and very inexpensive!

you should try something outside the usual, maybe go to a museum or theatre show
you could make a day trip and go either to a cool nearby city (IE New YOrk or New Orleans if you live anywhere within a couple hours of said places) or alternately go to the country or the beach if you're city bound.
