I'm turning 15 on July 10th. I'm not having a quinceañera like I wanted and I have no idea on what to do. I want a small party at least. Any suggestions?

Even though you aren't doing a formal quinceañera, you could have an nice small dress up party and dinner with your friends at home.
You could have your favorite meal or snacks, a pretty cake or cupcakes or brownies and watch your favorite movie with your friends.
Enjoy your special day!!!
Have a small bunch of friends and have a nice lunch, followed by a movie.
So you're not going all out with a big party, but that's a plus. Small parties will make everyone feel extra loved.
