My 16th birthday will be at the end of August. My parents are not against me having a larger sized party, but they would like it to be affordable. I am wanting the theme to be elegant and mature, but not cheesy. I plan on inviting both boys and girls and as stated previously, it will be a larger party. Any ideas would be greatly appreciated!

If you have a house you could turn that into a fancy place with some cheap decorations. You could also have a fancy invite and have everyone dress up fancy.
As far as an elegant and mature party, what did you have in mind? A party that you dress up to, or ?
A bowling party would be inexpensive and affordable.
To me, an elegant party is synonymous with more expensive. Either tone it down or trim the guest list.
I would do a photo booth, DIY of course.
You could have a candy table, popcorn bar, hot chocolate bar, movie theme.
You could play truth or dare, set up a dance floor with a DJ.
Serve buffet style foods that people can serve themselves, like salads, pizza, and spaghetti.
