It depends on your budget, your interests and the time of year. Movies, bowling, and dining are always fun options.

A Scavenger hunt is always fun. Have someone else (so it is a surprise to all participants) make a list of oddball, unrelated items that must be gathered, within a specific time, say a couple hours. At the end of the time, a rendezvous point is arranged (usually at the party spot, with refreshements & prizes set up) and awards are made for the people who completed the list most accurately, the fastest, the cheapest, and the like.

Hi, I'm turning 17 in December and I'm pretty lost at what I should do. Things in my town are a bit expensive and I just would want something fun to do! I hate having my birthday in the winter because I can never do anything unless it's inside at a place I have to spend a crap ton of money on.
Any ideas? I would be so grateful for some help.If you will have snow, and enough of it, gather friends to have a snow fort or snowman-making contest. You can even color the snow quite cheaply, using water and either food coloring or drink mix (like Kool-Aid), mixed up in some squirt bottles such as ketchup, mustard, shampoo, conditioner, syrup, etc.
My granddaughter just had a birthday party. After pizza, the girls had a scavenger hunt at a cemetery. Since we live in a rural area, they then had smores around a campfire in the backyard.
Go sledding or skating, or maybe even just a winter hike. Finish it off with hot chocolate by a fire. In lieu of cupcakes, make a no-bake mini Yule log cake for the birthday celebration.
Make sweet snowman creation competition. Let party guests make snowmen using large marshmallows, pretzel sticks for arms, miniature peanut butter cups and cookies for hats, and licorice pieces for faces. Come up with prizes for all guests, for example, for speed of construction, a separate prize for creativity, for the biggest snowman, etc.
The main thing is to gather all your best friends and enjoy your birthday party.
Planning a birthday party is fun and often challenging. The older the child gets, it seems, the more creativity we need to employ. A 17th birthday is significant as the last one before reaching the milestone 18th birthday. This is a page about 17th birthday party ideas for girls.
