My friend and I have been searching for 17th birthday celebration ideas. She wants something fancy, where we all should wear dresses, everyone would get a personal invitation, etc. The problem is that we cannot think of a place or location where she could host her party.

A nice restaurant or a hotel would be great.
Where I am we have everything from park picnic shelters to fire halls to fancy hotels that host birthday parties that run from super casual to super fancy. What is your budget? Most places need reservations well before the event and down payments.
You could find out if your town has a tea house and have a girls high tea. We have several near me that for under $20 a person you can have a lovely party. Usually no extra fee for the room. You will want to make a reservation, but they usually are only 7-10 days in advance where really fancy places it halls are several months to a year out.
