Unfortunately your book is not in what should be called 'good' condition (I'm only going by what I can see in your pictures).
Water stains usually devalue a book as much as any other defect and I cannot see the binding or the ends of your book so all I could rate it as would be usable/fair condition.
The only thing that may (or may not) deem your book a little more valuable is that it is a special edition made for service personnel at Fort Sill, OKLA. Your cover also displays the Army emblem/logo. If you emphasize these - Special Edition / Fort Sill, OKLA / Army Emblem / 1942.
Unless they are over 100 years old or a signed first edition, they are usually worthless.
Unfortunately, it's not worth much. There's one listed for $12.42 on etsy:

If the price of 1860's leather WEBSTER DICTIONARY is $35 www.etsy.com/
of 1934 leather WEBSTER DICTIONARY is $20 www.ebay.com/
then your dictionary costs about $ 13-18.
The value of this book is about $25 on todays market. These books generally bring in a little more when they are over 100 years old. www.ebay.com/
