Wow - you have had your cat for 20 years! You are really fortunate as cats do not always live this long. I feel sure age has a lot to do with this problem but you should take him/her to the vet to rule out any urinary problems as these can be life threatening, especially at this age.

Take care of your cat first and then work on removing the odor and maybe temptation. Here is a simple solution to remove the odor and maybe stop some of the problem:
Mix together one quart hydrogen peroxide, ¼ cup baking soda and 1 tablespoon liquid soap in a non-metal container.
Place the mixture into a spray bottle and gently mist the affected surfaces.
Blot the areas if needed to remove the moisture.
Allow the area to dry completely.
Your cat may have incontinence problems due to age. Take it to the vet.

Make sure you clean the area very very well so it doesn't think that's its pee territory. Other than that, it might be an infection.
