My 220v side circuit is dead. There is voltage at the breaker, but none at the A/C, stove top oven range, and dryer all 220v. The landlord is having better pros. I know you can't tell what is the cause, but can someone give me an idea?

Your landlord needs to check if you have 120 on both of the incoming legs from the power company.
One of the positive or negative leads can be loose on the breaker switch. They are not making contact with the circuit breaker.
Second, your circuit breaker can be bad and needs to be replaced.
