Rust-Oleum Transformations has a lot of good reviews for painting countertops. You'll want to visit your local hardware store but before you can read reviews online and tutorials on YouTube.

You will need to clean it well then give it a light sanding with fine sandpaper. You'll need a primer before you paint it.
I would not paint another idea is to cover them nicely with shelf liner.Cut everything neat and even.
use hot glue so it sticks well.
There are special kits to finish countertops at Home Depot and similar stores.
Instead of painting kitchen countertops, have you considered looking into Laminate Sheet or Vinyl?
