I have an old push reel mower. It is a Herschel no. 200. It still had some paint on the shaft. It also still has the wood roller. It is seized up, but does move a bit. I am looking to sell it and would appreciate an age and approximate value.

I am not finding much about the age of this mower but in the condition it is in and not working or moving at all it is worth around $25 in the present condition. If it was in working condition the mowers are selling online for around 50 to 75 dollars.
These have some use value, but would probably have more resale value if they were sharpened. You have to have them sharpened professionally.
