If you're having trouble finding all the necessary ingredients to make hand sanitizer, here is a type that uses aloe gel. I have a huge aloe plant and just scrape out the middles. You can use bottled aloe gel if you have it. Also, if you don't have essential oils, use lemon juice.
You will need:
3/4 cup isopropyl rubbing alcohol (99 percent)
1/4 cup of aloe vera gel
8-10 drops essential oil (lavender, peppermint, or tea tree are good ones)
1. Mix alcohol and aloe together until smooth.
Make sure to shake the bottle before each use. Apply a bit to palm of hands. Rub hands together for 30 to 60 seconds until hands are dry.

You say use at least 60% alcohol but your recipe says 99% Ive been told that anything less than 90% and above wont kill the virus and that higher percentage is nowhere to be found
She doesn't say use 60% alcohol, she says rub your hands together for 60 srconds
60% is the percentage of alcohol to other ingredients. Using 99% alcohol and combining it as described would give you about 66% alcohol content.
If you can't find the higher percentage alcohol, the sanitizer won't be effective. You can use the 70% rubbing alcohol directly out of the bottle but washing your hands is even better.
