I bought 2 amaryllis bulbs from the same shop. They were planted at the same time. One is starting to bloom, but the other stopped at one inch of growth. The outside leaves are about thumbprint size brownish green, but the insides are green. What to try? Can I prune back the leaf layers and have it start over?

How long has it been since you planted them? It's possible one can be a few weeks behind naturally. Make sure to give it a little room temp water to keep the soil slightly moist.
Make sure it has plenty of light, a room in the 60s and 70s temperature wise, and plenty of light.
Are your plants in the same style pot? Sometimes over watering or trying to grow bulbs in a container without proper drainage will stunt the growth and will kill/rot the roots.
Give it more time. Don't prune or peel it back.
