It includes replacement rubber material for wheels of vintage tea carts and bar carts.
'Black needs to be glued to a ring. You can use any superglue (Cyanoacrylate) to glue the ring.
White needs to be melt together. You can use a cutter blade, heat it up and slightly melt the white material from both sides. Then pull away the cutter blade between the material and push together.'
You can remake tires with a solid rubber used to make bungee cord, sold at many hardware stores.
Cut a good tight fit then put the two ends together with the very fast and viscous super glue, but wear gloves. Do as in this post "How to Reinstall Tea Cart Wheel Rubber" (but use bungee cord's rubber)
