I have 2 big throw rugs in two areas of the living room. Some time ago those backing strips to hold them in place were added on. Now they are completely glued onto the carpet. What can I do?

Getting adhesive off carpet.
Step 1
Scrape or blot up as much as possible.
Step 2
Apply detergent solution (1/4 teaspoon clear hand dishwashing soap and 1 cup warm water) with a damp towel; leave on for 3 to 5 minutes. Dont rub.
Step 3
Mist some water on.
Step 4
Blot again.
Step 5
Weigh down some white towels to absorb excess water.
This is a wiki that I tried to use until I found out what is stuck to my floor has asbestos...so that is my first caution...be sure you know what you are dealing with when it comes to the adhesive. Leave asbestos removal to the pros. This was our OLD house's issues. Hope it is NOT yours as the removal process for this poison is expensive.
If you just have a general adhesive, you still need to be careful and this wiki makes it pretty easy. Borrowing a shop vac when you do this is a good idea as if you have a lot stucks stuff, you will have a lot of chips/mess. You really don't want that yuck in your regular home vacuum.

Hope it goes well for you!
