I want to shave my legs because they are really hairy and you can tell because the hair is thick and black. My sister said she would help me, but I don't know how to ask her. My mom has noticed my leg hair, but idk?

Tell your parents the hair is making you self conscious. Tell them you would be willing to use a product like Nair if they are concerned with you cutting yourself.
I agree- try something like Nair. Put it on and wipe it off then wash it clean.
Leg shaving is very much a rite of passage in many cultures. It is not an easy one either...for you or your mom.
I am guessing one of two things....your mom probably may just be so busy that talking to you about this just keeps slipping her mind or she may just not want to talk to you about it because it means you are growing up and that is hard for a parent. Parents have feelings too! They were also once your age so they know the struggle.
I am assuming your sister shaves her legs. How did she broach it with your mom?
Maybe the two of you could find a time when your mom is calm and not distracted or juggling a million things and say something to her as simple as ...(YOUR SISTER'S NAME) just got some new razors and she said she would show me how to use them safely. We are going to do it after dinner.
Since this technically is not a question, and it leaves your mom open to hopefully a positive response. She may still say no (you don't say how old you are or if she has already told you could start at a different age or time), but it will at least open the discussion in a way that is calm and very grown up.
Personally, I wish I had waited to start shaving my legs as it is a life time of work, but I get it that you want to. I see that society is cruel with the stereotype of what is beautiful and that means shaved legs. Eh. In some cultures they let it grow, but again, I get it that you want to feel better about yourself. One thing to remember is you are beautiful for you. With or without hair! Always remember that!!
