Can someone please tell me how to attach a tie on arm to a china doll?

If this is a valuable doll then I would consider sending the doll to a doll repair shop/hospital as they can do an excellent correctly attachment. Here is a link to one but there are several listed on Google - just call them and ask for an estimate and then decide about your options.
I would first check Google with your zip code and you may find a local shop that does doll repair.

I do not believe you can attach the arm using the you-tube link suggested as your doll's upper arm is attached to her body.
For a temporary repair you might be able to push the arm under the cloth and attach it with a tight rubber band. Then take white thread and wrap it over the rubber bad as tight as possible and tie tightly. Then take scissors and carefully snip/cut the rubber band loose.
The YouTube video says to wrap strong wire around the flange of the limb and to turn it so that it is hidden in the body of the doll. m.youtube.com/
