Cut onions in halves crosswise. Put in greased casserole dish. Combine other ingredients and pour over onions. Bake at 350 degrees F, covered, for 1 hour.
Peel onions; cut a thin slice from tops, and slash cut surfaces of onions with a shallow x. Place onions in a 12 x 8 x 2 inch baking dish. Combine sugar and remaining ingredients, stirring until sugar dissolves; pour over onions.
