My 2 year old neutered male cat has a few sore, bald patches on his lower abdomen/genital area and inner hind legs. On occasion he gets a bald patch between his shoulder blades and we usually leave it and it goes away on its own and we're thinking it's an allergy. However, this issue has scared me more. I would like to avoid going to the vet's and paying unecessary fees, so I would rather ask here and see if there are any ideas or treatment I could provide?

Well, you could try switching his food. Leave out corn, soy and wheat. My cat eats Canidae soy and grain free. There are other brands.
Your cat could have many problems resulting in the conditions you describe. Veterinarians provide medical treatment that will help your cat far more than anything you might find in a pet store or from this site.
If you do not want to take your cat to a veterinarian, then you should not keep pets at all as they have medical problems just like you. I am quite certain if you needed medical care that you could not find in a store, you would expect a doctor to examine you and provide the help you need.
Please take your cat to a vet now for the help he needs. He is clearly suffering.
