I want to make shell figurines. What is the best glue to ensure the shells stick to each other permanently and the figurine is durable. I would like a clear glue and one that doesn't bubble or spread out excessively. I will also be attaching beads that are strung on wire to some of the projects. The shells I will be using are ones I collected from the beach.

The best glue ever is - E6000. You can also use craft glue, and hot glue for all those projects!
The problem I have had with E6000 is that it seems to go bad quickly and I end up throwing the majority of the tube away.
Usually you can find the right kind of glues at Michael's or hardware stores (other stores also but not always the 'help' with finding information).
I used to use Gorilla glue for a lot of things but it does not seem to work as well lately and it has poor consumer ratings.
Many people do not like to use epoxy as it involves mixing 2 parts but excellent glue.
I believe E6000 is an excellent glue for almost anything but they do have a special glue for seashells at the craft stores so you might want to check on that also.

For the shell projects I do like making mirrors and things like this I have always used Epoxy glue but it is not clear as you are asking for. I would go with E600 then if it was me.

Epoxy resin is also a great product.
There's an amazing thing called Enviro Tex which creates a thick hard plastic shell around any object it encounters. It would add a great texture to your project. www.fewproducts.com/
You might also consider drilling the shells with a diamond head really thin drillbit and using a grommet or screws to keep them together. THis would guarantee they not fall apart.
I would say a hot glue gun would be your best bet. They do make different strengths I believe so I would do some research online. You can even try YouTube that does help me many times.
