I live in military housing. I want to frame our bathroom mirrors with sea glass tiles, but it needs to be removed when we move out with no damage to the mirrors. What kind of glue can I use? Will hot glue work?

If this is the case then you should only use a hot glue gun. The glue can easily peel off the mirror and not damage it at all.
Hot glue can be removed with a blow dryer to soften it up.
