Birthday Party Ideas?

I am 13 years old and I would like to throw a really fun birthday party. I was hoping it could be somewhere like Jump-street or the movies or just something where we can all go out and do something together. The problem is I don't want it to be too expensive. I am inviting 14 people so I don't want my parents to pay too much, but I also want it to be something where people don't get bored. I don't know what to do. Our house is somewhat small, so having everyone over here won't work. Also, we don't have a backyard. I will be inviting all girls. Please help!
