I have a black skirt with a white elastic waistband and it's turned grey/pink. How do I get it white again without ruining the black part?

RIT - dye and color removal works. You can purchase through Walmart, Amazon, eBay, and Michaels .
I'm not really sure you will be able to accomplish this especially if they have been dried (hopefully you caught it before drying).
You may be able to rub blue Dawn on the white and let it soak for several hours and then wash as usual. This will not damage the black.
Rit Color Transfer may work but I would be afraid of using color remover.
Whatever you try, be sure to let it air dry before trying something else.
