Beat margarine or butter with an electric mixer for 30 seconds to soften. Add sugar, beat until well combined. Add 3/4 cup of the flour, stir just until mixture resembles coarse crumbs. Reserve 3/4 cup. Combine remaining 1 cup flour, baking powder, salt, baking soda, and nutmeg. Stir into remaining margarine mixture.

Heat oven to 400 degrees F. Grease round 9"-inch pan. Beat egg in Medium bowl, Stir in Bisquick, sugar, milk, and lemon peel . Gently stir in blueberries. Spread in pan. Bake 20 to 25 minutes.
