Take an empty clear plastic water bottle, cut off the bottom, drill a hole or bang a nail hole thru the plastic cap, and screw the cap back on to the neck of the bottle.
Make a hole in the dirt right next to where the stem of the tomato plant is buried, turn the bottle upside down and put the neck of the bottle in the hole. Fill the bottle with water and it will slowly drip into the dirt right to the roots of the plant.
