I got two budgies from my neighbor a couple months ago (her brother breeds them). They weren't babies when I got them as I could sex them by their cere (male and female). They were obviously not handled by humans since they don't want me touching them and they are afraid of me. For a while I was putting my hand in their cage and talking to them to see if they'd warm up, but they never accepted me as a part of their flock. It seems to me like the female is mean, loud and pushy (even to the poor boy). It seems like she's screaming at him! The boy would probably be a good companion though, but she tries to bite at me when I go in to interact with them, he just flaps and flies around. Either way the last week or two they've been extra loud. I would like to gain their friendship, but I'd also like to get back to the old, tolerable noise level.

I know many people do not take their birds to the vet, but my friend who raises a variety of birds does and it can be helpful to seek feedback from the vet and establish care. They can tell you if something is abnormal if it is something wrong (health wise) or someone is wrong (that the bird is just being fussy).
Your humane society maybe able to help you find a bird friendly vet if you do not already have one!
Budgies are loud by nature, especially in the morning and at night. If they get too noisy ignore them. Do not react or make eye contact.
My mother use to cover part of the cage with a dark cloth when her Budgies got to noisy, I believe they thought it was night time and would settle down . I hope that will help you with the noise level.
I have seen birds quiet down with the cage partially covered too. I think sometimes they just get overstimulated.
