I want to build a raised vegetable box in my yard, but have dogs next door and because my yard runs on an angle all their urine runs through my yard. Will my vegetables be afflicted by that? How do I get rid of the smell?

A raised bed should help protect your veg from most of that. Maybe you could also find a way to put up some kind of barrier between your neighbor's peey dogs and your yard, like a plastic fence.
Put chicken wire around plants. You can put netting on top to keep out birds.
