www.dollartree.com or www.orientaltradingcompany.com both have things in bulk. Good luck!

Check with a local party supply store. They can probably order them for you. Otherwise, try online for "blue balloons" or whatever color you need. The Oriental Trading Co. has some colors, but the website is difficult to search and they sell mostly in lots of 144.

Perhaps, you could call them and ask if they can sell you what you need. The website is www.orientaltrading.com.

Try Oriental Trading.com, they sell decorations such as balloons not sure what quantities they come in though.
