If you are looking for something therapeutic, Walmart and the big drug stores carry padding for knees. I like the ones best from Rite Aid, the ones from CVS were too itchy.
If you are looking for something that you can use when you garden, try Harbor Freight. They have a nice selection of that kind of pad, as does Walmart in the spring (like they should be coming out soon in the garden shop).

That means you could be wearing pants of all different materials.
It's possible that any type of medical items will be more expensive but it would not hurt to check Walgreens or CVS just to see what they carry.
