About a month ago I bleached my hair twice and dyed it green using Splat. The color is now a brownish green. Would it be safe for me to dye it red now?

Yes. A month is long enough to wait.
As long as your hair is healthy, you should be OK. You may want to do a few good all natural conditioning treatments before you try it though, just to be safe.
