What can I spray on an electrical cord to prevent my cat from chewing on it?

Bitter apple spray from the horse feed store.
You can buy a corrugated flexible hose to cut and fit over electrical cords. It is meant to bundle electrical cords, but would make it very difficult for a cat to chew cords.
If you rub the cord with an orange peel it will stay away from it. Cats hate anything citrus. There was a cat in my neighborhood that would walk on my black car. I placed a couple orange peelings on the front and back bumper. Problem solved. Also put them in flower beds and cats will not use as a potty.
