My cat is about 2 or 3 months old. I got him 1 month ago. He used to pee in the litter box, but now he pees in every possible place, especially papers and shopping bags. I used to make him smell the urine and punish him with the litter box, but nothing changes. He still pees in every possible place.

Have there been any changes in the household since your cat started doing this? Sometimes even just rearranging the furniture, another person moving in or out, or changing the area where the litter box was or maybe the letter box isn't as easily accessible , all of these things might stress your cat out. Sometimes stress is the cause of them peeing all over the place. If you can't think of any thing that might have caused stress for them then a call to the vet for advice might help.
Your cat is a kitten. You need to expect less than perfect behavior from a baby that is only weeks old. Your kitten is likely very confused and frightened by your "making him smell the urine". If you "punish him with the litter box" he will be afraid of it, and avoid it. If you expect this to teach him anything, it wont. The fear and confusion prevent him from learning. You need to take your cat to a Vet to see if he has a bladder infection, a common cause of this behavior. A cat that feels healthy and confident almost always uses the litter box (if it is clean). A fearful or sick cat doesn't. If this cat doesnt work out for you, your local humane society, or cat rescue will always take the kitten and find him a new home. Might be something to consider.
Take him to the vet right away!!! They often pee on stuff when they have a urinary tract infection. They can get blocked so they can not pe and will die. If they can't pee it is a life threatening emergency.
Have you gotten another pet? They will pee to mark territory.
