If you are with one person, or group of people, it's rude to stay on your phone (talking, texting or checking FB) for extended periods of time. Enjoy the people you are with and have conversations with your other friends when you're alone. I do think it's OK to answer the phone if it rings or respond to a text as long as you're quick about getting back to the people you're with.

I find most people who talk on their cells in public, speak louder for some reason. I hate when I'm trying to just enjoy myself and have some peace and quiet and someone stands right by me, talking very loudly on their cell!
I abhor visiting with someone who constantly talks on their cell phone or continually answers it. It is not only rude, but they are basically telling you through their actions, that your friendship is not important to them. And their continual texting when you are trying to have a conversation - just plain arrogant.
I'm continually surprised by the lack of phone etiquette. They ask for a favor and then ignore you when you show up to help them - sometimes I wonder who raised them. When I'm on the phone with someone and they continue to put me on hold to answer their other line (or other phone), I just hang up.
