Almost all toilets can be easily retrofitted to allow a extra low flush by adding some plumbers putty (waterproof and long lasting) to the inside of a hollow flapper which most 'cheap' toilets have. A small tub costs 2-3 dollars and will allow you to fill 8-10 flappers. This makes the flapper heavy and not allow it to float (allowing about half the tank to empty after the original siphon action needed to flush contents of bowl.
Flushes are for either #1: liquid or #2: solid flush (pun intended!) After filling flapper and re-installing ears back on overflow, simply hold handle down until siphon action of toilet bowl (the flushing action starts) and then immediately letting go of handle. This will save at least half of tank water. Naturally, you would hold the handle down longer if there was a solid flush.
One big benefit is that you control the flapper when there is a stoppage and water rises OVER the toilet bowl and gets on the floor, including the contents inside at the time! A big benefit if you have a holding tank and you don't want to have it pumped so often.
