Talk to you local Social Security Office, they are the ones that will know.
Please go to your SS office for accurate information. You may have to wait a while but that is the only place to ask questions as every case is different - case may be similar - but still different.
I do not believe you can receive benefits because your ex owes back child support but you may be able to receive benefits for the children (and yourself if you are taking care of the children).
As I said - please go to your local SS office for answers.
